Education and Training provides the teaching and learning of specific skills, competencies, knowledge, and wisdom about the processes, tools and techniques for a successful transition to HIE. In order to participate in the HIE, all of the stakeholders will need to adapt new processes, procedures, and systems to those of the HIE. This necessitates the critical need for education and training.

    • Create an education and training plan for the various interest parties including consumers, patients, employers, providers, payers, and others
    • Ensure the business plan has adequate resources devoted to education and training

    • Determine the hardware, software and networktrainingand educationrequirements
    • Conduct a staff skills assessment and analysis
    • Understand the level of operational and business process trainingrequired by the technical architecture.
    • Understand the levels of training purchased with the hardware, software, applications and networks and determine how it meets the needs of multiple stakeholderswith a variety of staff skills.
    • Design the training to teach the employees of your HIE all of the required operational and business processes required to successfully operate your HIE
    • Develop the internal trainingand educationmaterials for your HIE operating systems, processes and procedures

    • Design the training plan to transform the business processes of each stakeholder participant to conform the requirements of your HIE while minimizing disruptive impacts
    • Coordinate initial and ongoing training and education technical training so all stakeholders are following the same operational processes and procedures
    • Assist each stakeholder adopt the required training for their internal staff

    • Prepare a strategy for connecting the benefits of each group to the outcomes of the HIE

    • Operational as well as technical training curriculums developed and in use by all stakeholders
    • Adequate funding provided to provide sufficient training and education for all stakeholders

    • Vendor training maximized within approved budgets
    • Operational error rate due to lack of training below the established threshold
    • Education and training integrated as a part of the ongoing operational budgets for all stakeholders
