Health Information Technology Framework

Technology

Technology identifies the approach and the high-level design of the HIE architecture and platform. It includes various components that facilitate the delivery of desired services. When and where appropriate it will include hardware, software, applications, networks, standards and protocols used to connect project participants. Together, they form the architecture that will enable the HIE to exchange data and information in accordance with the adopted governance structure and business associate agreements.

  1. What are the technical requirements you have identified for your exchange? (More details)

    • Understand the proposed business processes required to deliver the HIE's desired services
    • Determine the hardware, software, application and network requirements that support the required services
    • Determine appropriate technology standards
    • Research various technical options
    • Design the technical architecture based on the perceived needs of the HIE
  2. What is your current inventory of applicable technology? (More details)

    • Determine the hardware, software, application and network systems currently in use by the various HIE participants
    • Establish interoperability issues and concerns
  3. What are the operational requirements needed for the HIE to function? (More details)

    • Determine the business processes and systems for the HIE
    • Design the technical operations requirements
    • Identify the integration requirements to allow each stakeholder to exchange healthcare data and information
  4. Have you identified the likely issues regarding technology, and if so, what are they? (More details)

    • Develop a RFI/P to identify the best technology
    • Review vendor responses for content and conformance to the specifications
    • Interview selected vendors to determine how their solution corresponds to the requirements of the HIE
  5. Is there any differential that has been identified between the technology your exchange would like to have or need and what your exchange can afford? (More details)

    • Balance the technology solution with need for 1) a financially sustainable HIE, 2) maximizing participation of data sources, 3) maximizing user adoption, 4) privacy and security needs and 5) minimizing impact to current business processes.
    • Revisit the business model to further refine the business processes and assumptions to achieve the required balance
  6. What are the parameters for completing the technology decision? (More details)

    • Negotiate with selected vendors to determine the best and most comprehensive solution
    • Negotiate the terms and conditions of the contract
  7. Expected Team Outcomes (More details)

    • Technical requirements agreed upon and approved
    • Technical decisions completed
    • Documented and approved technical architecture
    • Technical standards documented and approved
    • List of standards to be used in your HIE
    • Sufficient responses to the RFI/P to make technology decisions
    • Successful installation of the required hardware, software and network equipment to facilitate the services of your HIE
    • Successful and secure exchange of the approved clinical data
    • Ability to expand services to include other stakeholders and/or additional services
