Meaningful Use Gap Assessment
The Hielix Meaningful Use Gap Assessment is a service built to support our hospital customers in evaluating the challenges, opportunities, and state of operational/technical readiness to attest for Meaningful Use with the Centers for Medicare & Medicaid Services (CMS). In coordination with the adoption and full utilization of EHR technologies, hospitals must also understand the operational and clinical workflow issues impacted by this change. Finding balance in the utilization of an EHR and streamlined clinical workflow will put a hospital in the best position to achieve the requirements for Meaningful Use – today and into the future. Success is especially important as both federal incentive dollars, and future reimbursement penalties, are dependent on success.
Performing Meaningful Use gap assessment means focusing on the evaluation of the technical and operational requirements to meet the core objectives and quality measures required for a successful attestation. The Hielix team also balances these evaluations with the stated adoption/quality of care goals of the organization.
By utilizing an approach that addresses both technical and operational requirements to achieve Meaningful Use, we are able to make a more comprehensive assessment of the challenges to successful attestation. In addition, we provide a roadmap to achievement that is operationally realistic and based on the specific needs of the individual customer.
Even as technical and clinical evaluations are conducted, the Hielix team collaborates directly with the executive and management groups inside the hospital. This effort is critical to understanding the organization’s goals for EHR adoption and utilizing that technology to enhance clinical outcomes.
Assessment Activities and Areas of Focus
Once direction and expectations are set and a baseline has been established for the current state of EHR adoption and Meaningful Use performance metrics, the Hielix team transitions the assessment to the clinical care settings within the organization. As Meaningful Use is assessed for technology utilization and clinical quality measure compliance within a single department, its impact on ancillary areas of the hospital must also be considered and evaluated. Within the assessment, we examine key areas of the hospital based on their unique needs, contributions to clinical care and/or support required. This includes role-based, departmental, and support functional groups. Specifically, the Hielix Meaningful Use assessment evaluates:
- CPOE/physician ordering, admitting, abstracting and discharging processes
- Clinical documentation and quality reporting
- Medication reconciliation, delivery and administration
- Pharmacy and drug dictionary/functional service view (FSV) load
- Electronic medication administration record (eMAR) and bar code medication verification (BMV)
- Change management and the impact of competing commitments/projects
- Secured patient information delivery
- Emergency department (ED) and inpatient records integration
